Download is simply copying a file from outside of your computer ie from the internet or USB drive to your local computer.

Install is running a special file to setup your program so that it will run correctly in Windows. This typically means creating folders on the HD, and expanding compressed files into those various folders and creating many registry entries. The MS online download process unfortunately allows you to combines these 2 separate processes, causing confusion among non technically oriented users.

It is tied to you and your computer as it is integrated with your email address and password via your Microsoft Account.
